NO Lasagna is ALWAYS made with cooked meat.

    No.

And lasagne should always be made with fully cooked meat.

Absolutely NOT.Mixing the raw and the cooked is a terrible idea. The uncooked beef still carries some bacteria on it's surface and that will be transferred to the other ingredients.Cook ALL the ingredients and put the lasagna together as usual.Let cool, and refrigerate until next day.Re-heat in the oven before serving.

You could layer it up a day ahead of time,

But I would cook the meat in the marinara / tomato sauce first.

You can do so, though the cooking time will be longer to ensure that the meat is cooked thoroughly

I wouldn't make it with raw meat.

It tastes better if you brown the meat, seasoning it as you go and drain any excess fat.

I guess it could, if you put it in the fridge. But I've never heard of anyone making lasagna with raw meat

Lasagna is never made with raw meat. It would be greasy and have too much liquid if you did. Cook the meat first and then it's find to assemble and refrigerate the lasagna ahead of time.

Yes. As long as it is kept in a fridge it will be fine.
