Why are black people more likely to be stopped and searched?

This website talks about how BAME women are 25 percent more likely to face custodial sentence compared to white women, statistics are similar for men:

Also, talking about Stop and Search... I’ve noticed that the Courts now give harsher sentences for those caught carrying a knife.. before offenders would get away with just a Caution, now a knife possession could be enough to send someone to prison. Why did they increase the punishment??

Someone got jailed JUST for carrying a knife at Youth Offenders and got caught when officers carried out Stop and Search:

The case was heard at Manchester Crown Court where they usually hear ALL murder cases within Greater Manchester, while a few years back the case would have just been heard at Magistrates where the defendant would have probably gotten a fine or low level community order.
