    Half an hour before cooking.

If already cooked, up to two hours and it must be eaten and not returned to the fridge.

UNLESS it will be eaten by a senior citizen, a child, or someone who has a compromised immune system . in which case the maximum time before eating is just one hour.

As soon as any potentially hazardous food is left out and arrives at room temperature it begins forming toxins, and should be tossed if it exceeds four hours. Otherwise, toxins can be destroyed by heating at 175 for thirty seconds.

You can safely leave raw ground beef out at room temperature for two hours — or one hour if the temperature is above 90 degrees Fahrenheit —

The reason is that bacteria grow rapidly when raw ground beef is kept at temperatures between 40° F and 140° F. If ground beef has been left out of the fridge for longer than 2 hours (or 1 hour above 90° F), harmful bacteria can multiply to the point where the ground beef is no longer safe to eat and should be discarded.
