Rest In Peace For All?

How come we love to say REST IN PEACE when someone dies? Is the departed truly resting in peace? Does everyone rest in peace? I guess Jesus lied concerning the fact the He taught more about HELL than He did HEAVEN. So, does everyone rest in peace? What is your definition of peace?

    There is peace for the believer who dies. For the unbeliever, no peace is possible.

    The usual phrase is "may he (she) rest in peace", which is asking God to allow the person to rest in peace. The decision obviously is His and His alone.
