Is it possible for storm clouds to occur near the surface?

    If you are on high ground, you can sometimes be surrounded by clouds.

    Driving over the pennines in the UK, it's not unusual for it to be "foggy" due to clouds at "ground level" (with ground levels and roads around 1000ft above sea level).

    I've never driven across during a severe storm; the higher altitude roads are closed if conditions are bad enough - but It does not seem unreasonable that storm clouds could be at similar heights.
