Instead of learning common idiomatic phrases, can you invent new ones?

Yes and no. It's unlikely that new ones will catch on. Populations propagate idioms and other language changes. Individuals have little control over that.
Also, inventing new ones will not automatically get rid of the current ones. You still need to learn them.

If you want to be understood, no. Since the goal of language is communication that is understood, you cannot make phrases and expect to be understood. You'll sound like John Lithgow from the old TV series Third Rock from the Sun
They get learned over time and in practice. There are lists.
When you see or hear something you don't understand, you ask.
People "cut you some slack" in learning a language.
