Trailer park swamp cooler either sounds like nails on a chalkboard or leaks alot of water through the ceiling?
When it is turned on
Sounds like nails on a chalkboard
Only leaks water at night
When it is turned off
Leaks water even faster all the time.
And it smells like a fish tank.
I put in a work order with the office nobody comes over to fix it.

water leak means the water inlet shut off valve is stuck in the open position. usually a simple handyman repair ... the valve is probably a crudded up with either fungus or corrosion. the sound may, possibly, be because the pump has failed and no longer wets the evaporation pads. In which case, it likely doesn't work very well either.
if you are renting a trailer with this cooler, it is landlord's responsibility to repair it. If you own it, it is your responsibility. And if it is in a common building, then you complained to the correct people but they likely didn't act because it was a weekend and they didn't want to pay overtime ratesSource(s): grampa -- i've had those and repaired them myself

I doubt it is a "swamp cooler" as they ADD humidity to the air. "Swamp coolers" use the principle of evaporation to cool the air. This means the moisture is ADDED to the air via vapor (aka humidity).
What you probably have is a malfunctioning air conditioner.
