Why is black black and not white, if green is green because it's electron absorbs and then re-emits? Newton's circle makes white.?

    Newton's Circle is about reflected light, not absorbed light.

    White reflects everything, black absorbs everything.

    Or, to put it in the terms you used - black absorbs all wavelengths of visible light, without re-emitting any of them.
