"Horticulture" officially encompasses both ornamental horticulture (gardens and landscapes), as well as the fields of pomology (tree fruits), small fruits, and vegetable crops.

The "green industry" is basically a roll-up of ornamental horticulture (i.e. nursery, floriculture, ornamental greenhouses), landscape services, arboriculture, landscape architecture, florists, and lawn & garden retailing.

So the two are somewhat different, but there's a lot of overlap there.

Considered by whom? I feel that my cutting firewood from diseased/dead/dying trees on my land is part of the green industry. It's keeping dirty fuel oil from being shipped half way around the world to be burnt in a furnace in my basement at 65% efficiency. My wood stove is close to 93% efficient and the wood is only hauled 500 feet or so by me in a wheelbarrow.
