How to write a good job recommendation letter for a person being investigated by the Fire Department for a position.?

    (vetted is a better word. Investigated sounds like they may have done something wrong.) Be truthful and put in the pertinent details without flowery words or embellishment, and keep it short (less than 1 page) with the usual stuff. Date, proper salutations, your name and address, signature, etc.

    speak of the person's character, work ethic, ability to get along with others, how these attributes would serve the Fire Dept. well.
