Who actually runs Mongolia? The president or the Prime Minister?
I'm always confused about those countries that have both a president and a prime minister. Which one is the actual leader?

It's a bit odd in that the PM is the head of state but that person is appointed by the President.

I don't know about Mongolia specifically, but in most countries with both a Prime Minister and a President, the Prime Minister runs the country, but the President is officially the leader in spite of having less real power (sort of like Queen Elizabeth).

Niether... their parliament makes most of their laws
The roles of the president and prime minister vary greatly between countries, so it's hard to say what the difference is. Each country allocates them different powers. Presidents usually tend to be elected though while Prime Ministers are chosen by members of legislature (like a parliament) from among themselves.
