    Some people are obviously over reactive. Threatening violence, using extreme vulgarity, or extreme rage. Things that are not verbal abuse would be arguments, a parent/teacher/bus driver/or some other authority figure yelling at a someone for misbehavior, someone justifiably angry about someone. Verbal abuse is also something that is done over a long period of time and not a isolated incident. It also has to be a unjustifiable reason. If someone is threatening violence, yelling so loud and so angry that it would be threatening to a rational human being, and/or using extreme vulgarity would be verbal abuse on the first time.
