What instinct(s) would motivate a small whale to nose around a harbor marina dedicated to fuel and lifting boats in or out?

Samll whale? Really? What species? There's a good chance that what you saw was not a whale (which are too big for marinas), but more likely a dolphin or harbor porpoise (which are half the size of dolphins).
The marina where I kept my boat is full of grey mullet, quite big ones. Not tasty enough for humans, but happy time for a porpoise.
