Studying abroad for medicine is too often a waste of time & money. It's not a matter of being "allowed" or not. It's a matter of having to pass your own country's medical exams, and having contacts, references, recommendations from your professors, etc.
Student visas are temporary non-immigration visas issued on the condition that foreign students return to their country of citizenship immediately upon completion or termination of full-time studies. You are going home, and that's final. You must pass your country's medical exams. You must get a post-degree clinical training program, and you need references, recommendations, from known people. You're better off studying medicine in your own country.
