Why do toll roads exist?

Don't they use the tax money that I pay every year to maintain the roads?

    Technically they are privately owned, and therefore the rules regarding government owned roads are not applicable on them. So you could do 100kmph on them and they couldn't fine you for it. Or park on them, but they would probably just tow you off it.

    You can't have it both ways -either it is private or state owned with state rules, or it is a private road and therefore private land.

    It's a good way for a city to get a new highway or road without having to pay for it or tax the citizens for it. A private company will either totally pay for the road or will go in most of the way with the city. They will have a term where they can collect tolls for an x number of years or until they have made the return they wanted at which time the road will be turned back over to the city.

    Narp , toll roads are usually funded by corparations and they make their money back via the tolls , Troll roads on the other hand thats a different story

    Real world Micro transactions / DLCs.

    Your government is admiting that the piece of road you are about to drive on was pretty overpriced and they need to recuperate the costs... badly.

    This is usually result of logic defying lack of competency in planning and building phase (because almost if not all government contracted work ends up costing way more than originally agreed to and yet simultaneously exceeding the reasonable price as proper experts would give it). Because government is apparently easily duped (or more likely gets share of the spoils).

    TL;DR:

    greed,

    incompetence (purposeful),

    bribery

    Your tax money* is not enough to cover all expenses. Toll roads more directly charge the people that benefit from using that road. *in many states highway money comes from gasoline taxes, not your annual income tax payment.

    With all the regulations ("there might be a moth there, so we'll have to do a year-long investigation"), building new roads is INCREDIBLY expensive (sort of how like college tuitions and hospitals have gotten way more expensive than inflation would account for). And you always have the option of using non-tolled roads.
