You can dump your food in the toilet as long as it's not too large of Chunk and yes it uses water to flush the toilet

Yeah, it taxes the water processing plant. Wasted food is put to better use on a compost. What your cousins are doing is a perfect example of resource mismanagement. In fact, even feces is put to better use on a compost. What society is doing is resource mismanagement. We should all have composting toilets... Create more fertile earth, save water.

They will be paying far more to the plumber who has to come out and unclog their drainage.

cuz adds to the water bill,
and sewer pipe rodding by a plumber 3 times a year,=800 to 12. 00 bucks

Higher yes. Much higher? It would have to be a lot of dumping.
You get charged for the water you use.
Wondering why he does not use garbage can for garbage food.?
Much cheaper that way as you have to pay for collection anyways.
Then again, not buying so much food to throw away/also a good idea.
Maybe teach him how to make "left overs" as the flavor is different. Maybe start a left overs restaurant?
Throwing food away is like throwing money away.
He is probably poor which proves my point.

Sewage and water bills normally go hand in hand. Most places only have meters on the water so the more water you use, the more sewage you create. (in theory) So, in places that have city water and sewer, if you water your lawn, the sewage bill will be higher, but if you let a truck dump 1000 gallons of water into your toilet, your sewage bill won't go up at all.
So, in most locations, no! It will not raise your bill.

Some places also have a sewage bill, base on how much water is used, so you get nailed for the slight increase in the water bill and the the slight increase in the sewage surcharge.

Sure if your not on public water then anything you use water for is gonna raise bill. The bigger issue is does the house have a septic tank or public sewer. If its a septic tank then that can cause major issues that will cost hundreds to thousands to fix.
Depends on the method of charging for water where he lives. In most of the UK, domestic water was charged at a single rate per year. In recent times there is a move to install water meters, so if he flushes many times it would cost more with a meter installed. Has he got a meter?
