I was born in Simferopol, Crimea, USSR. For country of birth for govt doc, 1st time I put USSR, then it became Ukraine. Do I now put Russia?

    You should either put formerly USSR or Russia.  It makes no sense to put Ukraine

    In any civilized country, your country of birth is USSR.

    In the USA, who knows. Probably Russia, since they own the president.

    When I was there (in Simferopol) it was considered part of the republic of Ukraine, itself a member of the USSR.

    I would put down the Ukraine since it was in the Ukraine even under the USSR.

    Since the US like most other countries does not recognize Russia's annexation of Crimea, and it's unlikely that it ever will, put Ukraine.

    Put "formerly USSR" or "USSR at that time"

    That is the capital city of the Autonomous Republic of Crimea within Ukraine currently. But if it was the Soviet Union at the time you were born there you'd put that.

    I would expect that what they want is the government that was ruling that location when you were born

    rather than the government that is ruling that location now.

    Imagine

    for example

    that you were born in the USSR

    and that you emigrated to the US while the USSR still existed.

    You would have put "USSR" on your immigration papers at that time

    and of course you would not change that to "Russia" or "Ukraine" since it is (still) absolutely correct that you were born in the USSR.
