In principle, any person is allowed to travel to North Korea; only South Koreans and journalists are routinely denied, although there have been some exceptions for journalists. ... Visitors are not allowed to travel outside designated tour areas without their Korean guides.

It is possible, from South Korea, but not easy.

it's a broken-down country full of starving peasants, why would you WANT TO ?????

Yes, but NOT a good idea .

You'd leave your camera / freedom at home .

You can't leave your room without a government guide being with you .

Many areas are off limits .

    Japan rocks !

HAHAHA, funny answers. The serious answer is no, you can't, from the USA without special permission. That is, on an American passport.

Yes, it is. But it may not be wise to. Just ask that kid from Ohio Otto Warmbier. Oh, that's right, you can't. That's because he's dead. North Korea arrested him for snagging a poster of Kim Jong Un that was plastered to a wall on the street for a souvenir, sentenced him to 15 years of hard labor, and then tortured him to death, or nearly to death, returning him to the United States a couple of years ago after just a couple of years in their prison system when he died days later without ever regaining consciousness.
