Can food from another country br brought into Costa Rica.?

The general rule is that meat and vegetables products that are commercially packaged can be carried from one country into another. Baked goods are allowed. the problem is the bugs and diseases that meat and vegetable products can carry that can wipe out a crop. It almost happened in California with the citrus crop when someone brought in, unknowingly, a fruit fly that destroyed the trees.
