What caused the gearshift on the steering wheel to lock up when the car is on?

The car hit a curb and blew out the tire. Now the gearshift won't go out of PARK; it does when the car is off.

    Ignition lock that also locks the steering wheel rotation is bent. It doesn't release when ignition is on. The steering system is damaged.

    That is a guess from no brand name or model number.
