    It depends, first, upon which Gulf War you mean.

    If you are referring to the 1990-1991 Persian Gulf War, then clearly, the US and the UN won, hands down.

    If you mean the previous Gulf War, which was between Iran and Iraq, then the answer is more complex. The war there was, basically, a draw with enormous losses on the Iranian side.

    Though the Gulf War was recognized as a decisive victory for the coalition, Kuwait and Iraq suffered enormous damage, and Saddam Hussein was not forced from power.
