The 13th is NEVER going to be the last Friday in any month.
There are 31 days in October.
Why would anyone want to change the date of Hallowe'en at all?

Halloween is shortened from All Hallows' Evening which has its origins in the ancient Celtic festival of Samhain a celebration of the end of the harvest. But it was a day on which many northern European Pagan traditions or religious festivals were celebrated!!
Two Popes Gregory III and Gregory IV moved the old All Saints' Day from May 13 itself the date of a pagan holiday to try to hijack the pagan festival.

"Halloweeny" or what ever, is "All Hallows Eve". The night before the solemn holy day "All Saint's Day" of November 1. To change it would require changing a holy day world wide. To get the Vatican to move on this might take a generation. Just leave it alone. Better yet, IGNORE it totally.

It is fun to have many scary days in October that leads to Halloween, more so if one of those days is Friday the 13th. And besides Halloween is All Saints Eve which is the day before All Saints Day which is fixed on November 1.

The 13th will never be the last Friday of October when October has 31 days in it.
