Foreign aid & charities does not build infrastructure and jumpstart an economy. Whiners can whine & demand entitlement, special privileges or free stuff all they want, but it will not uplift them from where they are as it keeps them from being productive and self reliant. One who is motivated to fish can feed himself and others than one who simply waits for someone to bring him or her a fish to eat.
In African countries foreign aid and charities from Europe and the U.S. failed in helping modernize and boosting each countries economies. The Chinese model of building infrastructure and Chinese brand (car-truck-bus, shoes, refrigerators, Chinese hand embroidery school..) assembly factories to make affordable products "made in Africa" to be sold across Africa seems to do much more to help affiliated African countries economy improving the lives of those employed by the infrastructure projects and factories.
China is providing expertise in Ports/Harbor, Dam, Railways, Chinese Built City (Angola), Airports and the Suspension Bridge they constructed while the cities in affiliated countries provide unskilled/low skilled labor to be trained by the expertise of the Chinese Engineers managing maintenance and operations of the finish projects for the affiliated governments looking to cash in to the tax revenues from the impending growth in the economy.
The affiliated governments will not allow Chinese unskilled/low skilled laborers to be imported to be employed in the infrastructure projects just as immigrants legal or legal from neighboring countries are not allowed. In south Africa Illegal Immigrants from Zimbabwe are often attacked. Unlike western Europe & North America African countries does not want low skilled/unskilled immigrant labor as they have plenty locally.
The infrastructure projects cost billions, and it's likely that China will not get paid just as Europe still holds looming debt from affiliated African countries, but China's goal is to keep itself productive, sell affordable Chinese brands such as Satellite/cable, Techno cellphones, FAW trucks, Hisense refrigerators/electronics, shoes, and 1st dibs on the purchase of oil and minerals over European and North American countries.
Europe tried to develop Sub Sahara Africa with their tech, medicine, writing/documentation & system of governance. Now China is trying to finish where Europeans left off. Money and power. China intends to be the #1 superpower on earth and they're well on their way. China has been eating our lunch for decades while our so-called representatives in government are more concerned in just looking out for themselves.

Natural resources, and regional power and influence. As well as developing markets for the goods. (which, aren't all that good)
