Are death threats punishable if they are made to a complete stranger overseas? I.e. through omegle?

    If the situation is severe enough that it would be bought to police or in court, yes.

    Yes. Everything you put out on the internet is retained somewhere and everybody's IP address is completely traceable once the right authorities get involved such as the FBI. If you think Omegle is an exception then you'd better think again because the record of a threat to another person is recorded in several places along the connection line to that person.
