Laptop Booting without Backlight in Windows Normal, But has backlight in Safe Mode WHY!!!!!??

Update:

It is a Lenovo ThinkPad that I tried to Replace the HDD for more space and works with the old HDD

I can't system restore

Startup Repair says it's normal

Is the HDD just Shot?

    because you have a piece of malware that is running in Windows that has altered the registry and taken your backlight off of the start list. so to remedy the situation run Malwarebytes and remove the malware. Then reinstall backlight

      This is going to sound stupid but can I put the malwarbytes program on a flash drive and run it in safe mode? or will this not work?
