Does an apprentice have rights over this situation? Below is the details. This is from Philippines ship.?

July 15, 2019 was their (4 apprentice) 1 year on that ship(open contract). The manager/owner of the ship already agreed they have completed their apprenticeship therefore they can already have their certificates. Unfortunately, the ship's entire engine has to be taken out from the engine room because it has to be fixed, up until today. Although the manager assured them they can already go home but the captain of the ship disagree. He wants to hold these apprentice duty of hours due to the ship's current problem. Now they are still on the ship unallowed to be release. Note that they already have their certificates, only waiting for the captain's signature.

PS. The captain said he's waiting for the manager's confirmation. But before July 15, 2019 the manager assured them they can have their certificates and go home.

    The Captain is the highest one in command. What he says goes.

      But the other captain in the same company said it's against the law for delaying the approval of an apprentice while they already have completed the number of hours. They won't get promoted/regular after the contract though.
