So you'll have 2 + 2 + 3 + 3 + 4 + 4 + 4 + 4

= 26 cm

Every side of the quadrilateral is tangent to the circle; so from any corner to the nearest touch points is the same distance. That means from the top corner to the "touch" on the left is 2 cm, just like on the right. From the left corner to that same touch is 3 cm, matching the distance to the "touch" below that corner. Continue and you'll see the sides measure (clockwise from top) 2 +4, 4 + 4, 4 + 3, and 3 + 2. Add all those up and that's your perimeter.
