What would it take for the United States to have a balanced budget and how long would it take?

And if it happened, who would take credit for it?

Tax revenues grow automatically with the economy. If we could ever put a lid on spending, the budget would eventually balance and start running a surplus (that's basically what happened for a couple of years during Clinton's Presidency).

Of course, that's not likely to happen again any time soon.

For Russia to wipe that American Scum off the face of the planet. Once that happens all debts will be repaid and the world will be a better place.

    A Constitutional Amendment.

If that happens it will be states initiated.

"who would take credit for it?"

----Well I'm sure Trump would CLAIM and TRY to take credit for it, as he does for everything.

but he sure wouldn't be responsible for it.

As far-fetched as the notion sounds now, there was one under Clinton, so it is possible.

It would take Republicans not constantly cutting revenues below expenditure levels, ie. basic math.
