What is the pvc 90 coming out of cement and going into garage with a big long wire coming out for?

It’s in between the house and garage the wire is encased in a white coating and is cut off. The wire is very long

    could be many things. If not power. It could be alarm or old phone system.

    If the wire is cut off and you can see a bare end, you may want to test it for the presence of voltage. The likelihood of there being power on the wire is slim but not zero - test it to be sure.

    Once you're certain there's no power on the wire, cut it off closer to the 90, or else find where it connects in the panel and remove it entirely.

    The wire with white insulation is probably 12 gauge "Romex" or type NM cable. If there is no current to the wire and it does not go to anything, then you can cut it off flush with the concrete.
