What does it mean that the devil is the "God" of this world?
Isn't God almighty and all powerful therefore he is God of everything?
What power does the devil have in this world?

‘god’ with a little ‘g’.
The book of Job, chapter 41 has an in-depth description of that ancient serpent; here’s an excerpt:
“33Nothing on earth is its equal—
a creature without fear.
34It looks down on all that are haughty;
it is king over all that are proud.”
Edit: Leviathan is a metaphor for Satan. Do you seriously think that God is talking about a crocodile or dragon being “king over the proud.” I’m surprised I would have to explain that.

The Bible states that Satan is the "god of this world". This world is full of evil and corruption.
Satan rules over it.
The time will come when that will change and God will bring His Kingdom to this world.
2 Corinthians 4:4 “In whom the god of this world hath blinded the minds of them which believe not,
lest the light of the glorious gospel of Christ, who is the image of God, should shine unto them.”
John 12:31 “Now is the judgment of this world: now shall the prince of this world be cast out.”

Because the world is under his influence according to the Bible please read 1 John 5:19 it say “We know that we are children of God, and that the whole world is under the control of the evil one.” The ruler of this world, Satan, is vicious and cruel. Please read Revelation 12:9 it says “Therefore rejoice, you heavens
and you who dwell in them! But woe to the earth and the sea, because the devil has gone down to you! He is filled with fury, because he knows that his time is short.” Many people imitate him. And that’s just one reason why the world is so full of lies, hatred, and cruelty. Use your free will to serve God now. There are millions of others who have decided to please God and to reject Satan. What can you do now to be there when God removes all suffering?

If you read Matthew 4:1-11 you will see that the Devil offered Jesus "all the kingdoms of the world" for just one act of worship to him. How could he ever do this if they did not belong to him? From the beginning of time, as we know it, beginning with Adam and Eve, humans have been turning their backs on their Creator and life sustainer. We are told at 1 John 5:19: "We know that we originate with God, but the whole world is lying in the power of the wicked one." This wicked world is about to end as it did in Noah's day and in Abraham's day with Sodom and Gomorrah. We are told at 1 Corinthians 10:11: "Now these things happened to them as examples, and they were written for a warning to us upon whom the ends of the system of things have come." Yes, we are living during the last days of the last human world power ever to exist. The Bible names only 7 human world powers beginning with Egypt to Anglo-America. This world, of Satan, is so wicked that humans now have the power to annihilate themselves. Will God allow that to happen? Absolutely not. God's purpose is to have meek righteous people inhabit this earth. --Psalms 37:11+29--We are told at Psalms 115:16: "The heavens belong to Jehovah, But the earth he has given to the sons of men." All through the Bible God's purposes have come to fruition and so will this wicked system see its end. This earth will be filled with people who "worship God with spirit and truth" as Jesus told the Samaritan woman at John 4:23+24. This earth will permeate with love as John 13:35 says. It means that people listen to him more than to God, generally.
Almighty? Yes, but not in the way philosophers define it. He is the most powerful being we have direct experience with. What we worship becomes our god or our idol.
Satan normally has only the power we give him with our sins. God normally keeps him on a very short leash. There are exceptions, like Job, whom the Lord wanted to perfect.

Any being that has the power of Satan, read your thoughts, alter your thoughts, and apparently omnipresent as he can tempt someone in the US and Europe at the same time, sounds like a god to me.
