Why do governments always betray their culture?

And what are ways to preserve culture from the rich and powerful?

    "Culture" is in the eye of the beholder. What you really want is a social system that caters to you. It's not culture or the government--life is what you make of it.

    In a lot of ways it justifies the existence and need.

    If not controlled properly CULTs within CULTures can become more powerful than governments......with support of the CULTure(s).......aka SSs.

    Once this becomes evident its time to create a villain or someone's to make an example out of.

    The answer is right before you. "The rich & powerful"............

    Take away their riches and/or your need/dependency and they have no power.

    Governments do not have culture. Cultures belong to individual groups within countries and most countries have many cultures. When cultures clash you get civil war. Cultures change over time as they accommodate new ideas.
