Do people insult when they are jealous?

I'm currently finishing my second Masters (in a different field). Recently I was chatting with a prof (not direct supervision) about how I've been waitlisted for PhD. One of the comments he made was, "they want people who can actually do research." Was this an insult? I've conducted interviews for my first Masters just as he did for his PhD.

    yes people do all types of things when they are jealous. The most common thing is staring
