My chinese chestnut sapling is still dormant- and it is mid July!?
In April I planted a dormant 2 feet chinese chestnut and it is still dormant. I can still see the green tips from the buds and when I scratch the bark, it is green. When I planted it I fertilized it and water it occasionally. In the Spring we had lots of rain too. So, I am not sure why it is still dormant.

Just leave it alone. There is nothing you can do now. It is probably in the process of dying a slow death, probably because it is not adapted to your area. And you are drowning it. One time I planted one of those in Houston and it grew real well. Then we had a rain in July followed the next day by the bright sun. That horrible humidity. The tree couldn't take it. I stood there and watched it die over about 30 minutes. The leaves just shriveled up.
