The A1C test is a better indication of having diabetes or not.

The glucose level testing can be easily impacted by something you ate or drank before the test. It can also be impacted by your body releasing stored glucose if you fast too long before the test.

Glucose levels that are always slightly higher than they should be MIGHT indicate the very early stages of insulin resistance. Again, that is a big MIGHT and only your doctor could determine your risk by doing an actual glucose tolerance test to check your levels.

If you are concerned, then ask your doctor about the readings.
