According to the "Angles of Intersecting Chords Theorem" angle RXV = 1/2(measure of arc RV + PS) If you want it explained, google the theorem and look at the proof.

For the other problem 5 + 7 =12 So of OT = 12 then the two circles are touching so they have one common tangent where they touch and then one near the tops of the circles and one near the bottom of the two circles. So I would say that there are three common tangents.
