Of course. Consider the whaling ship Essex, which was the basis for the novel Moby Dick. Three whaling boats adrift at sea, and one landed on an island with very little water or wildlife, but they'd been at sea so long that some of the survivors didn't want to get back in the boat but preferred to face the possibility of dying of starvation or thirst on the island.
There was no food, rope, tools, shelter, or anything else those in the boats could spare before they put to sea again. All they could do was say that if they were rescued, they'd send help.
And they were, and they did.
