By making sure they have licenses to practice immigration law in the nation you hope to immigrate to. Any scenario outside of that and you're basically paying for someone to fill out paperwork you could do yourself and to give you false hope.

You don't. Governments do not like working with them. E.g., in Canada, they can really mess things up, and our government says not to use them.

Consulates repeatedly warn against the use of "immigration consultants" due to the high rate of frauds & scams. NEVER use any immigration consultant. Use of any "consultant" is grounds for visa denial, or revocation with deportation/mandatory departure, and permanent bar to entry for fraud.
If you cannot read a country's immigration website, follow directions & fill out some forms on your own, you don't qualify for immigration anyway. If you do not meet all requirements to qualify for some type of visa or immigration, no immigration consultant can help you. An immigration attorney would give you accurate legal advice, but cannot "make" you qualified when you are not.
Do not waste your time or money looking for an immigration consultant.

There is no best immigration consultant. They are all scams.

You don't, you either qualify to migrate or you don't and if you qualify you file the very simple, straightforward forms yourself, if you don't then all an immigration consultant will do is cost you money and you will get the same results, eg you do not qualify or like many immigration consultants in Asia ( which is where they seem to be used the most) they will take your money, forge a visa and you will be stopped at the airport as the visa will be fraudulant and you will be sent home

If you are trying to move to a developed nation then ALL of them recommend against using "consultants". You either qualify or you don't.
