The same way water does--it flows down rivers to the sea. Pretty much every loose piece of plastic you see blowing around, even if it is in Kansas, eventually finds its way to the sea.

People don't control where it goes,

so it goes where the wind blows it.

You throw a plastic bag and the wind blows it away to the sea, or you left plastic on the beach and the seagulls did something.
