Define your terms.
Do you count pedophiles who never act on their attractions?
Do you count people who are not, clinically speaking, pedophiles (that is, they are not primarily sexually attracted to prepubescent children), but who molest young children?
Do you count people who have sex or want to have sex with postpubescent minors (ie teenagers)?
In any case, I'm not sure of the actual numbers, but my WAG is that the majority of those who actually commit sexual offenses against minors are male, because, for a wide variety of reasons, the majority of those who commit *any* sexual offenses of any sort are male. I suspect when it comes to sexually molesting young children, the tendency skews much more gender-neutral, if only because women often have easier access to young children (relatively few people trust men to be nannies, child care workers, or the like, or at least they tend to subject them to a lot more scrutiny). As far as true pedophiles, offending or non-offending, I suspect the numbers are roughly equal--maybe a little higher for men, because I think the overall rates of abnormal sexual interests are higher in men, but probably not by a significant degree
Please note, this does not in *any* way mean that most men are child molesters or would-be child molesters. As far as I'm aware, actual pedophilia is pretty rare, and even child molestation by non-pedophiles is not that common--a tragedy when it does happen, but not an especially common one.
