Foreskin is still attached to gland?
So pretty much I can’t retract my foreskin because there is a little strip of foreskin that is connected to my gland (right underneath pee hole). I read that this is normal in infants/children, but I’m 22yo now and still have this issue.
Is this normal? Is it related to phimosis? Should I see a doctor and what kind of facility should I go to?
I don’t want to be circumcised, so is there a procedure for just cutting off the attached part?

You are blessed with a protective, highly-innervated, erogenous full-length foreskin. Many unforeskinned guys would envy your foreskin. You display great wisdom in wanting to avoid circumcision.
You should thank your parents for protecting your physical integrity. Because of your physical integrity you will be able to have sex the way nature intended it.
That piece of skin at the bottom of the glans is called the frenulum. Almost every male is born with a frenulum. It is normal and it is supposed to be there.
The frenulum has a high level of sensation because of its high innervation and serves to limit the rearward travel of the foreskin. The stretching of the frenulum during sexual intercourse helps to trigger orgasm and ejaculation.
If your foreskin bunches up behind the head when you retract you most likely have a short frenulum (frenulum breve). Test it by pulling back on the foreskin. If the head of your penis bends down when you pull back your foreskin, you have frenulum breve.
You can stretch the frenulum manually just like you do your foreskin. That is the best course of action if the frenulum is too short to permit your foreskin to retract. Search the Internet for:
There also is a minor operation to relieve the frenulum, called frenuloplasty and another called frenectomy. One of these might be necessary, if the stretching does not work. Urologists do this.
Don’t let anyone sell you a circumcision. Circumcision is NOT necessary to treat this condition and is very harmful.

If the only thing that's attached to your helmet is the frenulum AND your foreskin slides back without problems, leave your frenulum alone.
I'm cut loose and still have my frenulum and it's the best part of my dick. Getting that sucked / licked is fuggin awesome AND with just a little touching by me, I make myself shoot. I LOVE my frenulum.

The little strip under the penis is called the frenulum. Its sole purpose is to ASSIST the foreskin to return to covering the glans (note - not glands) as an erection subsides. This was needed when mankind roamed naked in scrubland. As we now normally dress and live in towns, the frenulum is totally redundant (as is the foreskin itself).
You should have been able to fully, freely and painlessly retract your foreskin by age 8. If you cannot fully retract your foreskin you cannot maintain proper daily hygiene and you will also have problems during intercourse. Go to see a urologist to get your errant foreskin and frenulum sorted out once and for all.
Circumcision really is the best thing for you, but you could have just the frenulum removed with a procedure called a frenulectomy.

Hope so = it is called your frenulum. It is normal.
No = is not related to phimosis. I assume you can retract because otherwise I don't think a guy can see it.
It may possibly limit retraction but should not be a problem.
Surely you have had sex by 22. Some doctors cut it but then
doctors sell circumcisions too.

Hope you are able to retract the foreskiln.If not apply baby oil and try everyday fir about two weeks during bath.It will work and you will be able to do it..Also wash the penis shaft and firedkin after retracting using warm water and soap during bath to remove the accumulated white deposit called smegma which causes foul smelling.Regards

That's called you're frenulum. It's supposed to be like that. It's like that for all guys, circumcised or not. By the way, what it's attached to is called your "glans," not your "gland."
