The term "card issuer," does it refer to the credit card company or the bank who gave it to you?

    The answer is yes. The credit card company is a banking institution, with the exception of department store cards.

    Most credit card companies ARE banks. I've never had a credit card that was not issued by a bank. Visa and Mastercard and Amex, etc, are not the banks that issue those cards.

    The credit card company and the bank that gave it to you are the same thing.

    Visa and mastercard are credit marketing companies. The bank partners with them.
