Can you be a electrician or plumber with just a high school diploma or do you need a associate degree or something?

You need to be licensed. That isn't going to happen without going to a trade school, passing the electrician or plumbing course, and then you have to apprentice under someone for some time. No, high school does not prepare anyone for such jobs, or for any jobs. High school is just the basics.

You need proper training acceptable to your state, and you're going to have to get certifications or licensing according to your state's requirements. See if your community college offers training for construction trades, or call the local union for their recommendations of trade schools in your area which meet all requirements.
Your state's occupational licensing authority should have a website, or part of the state govt's official website, detailing requirements for occupational licensing, contractors licenses, etc.

You need to be trained as a tradesman, you can go to school to learn these trades, check with a local trade school or union.

Well, you also need at least you certificate in the trade, but other than that, yes.
You don't need any sort of degree for either.
