A certain moth has laid eggs on the leaves of your tree, the eggs produce larva which feeds on the leaves to become new moths. You can get rid of them by spraying with neem oil and water or even dish soap in a large sprayer. After a couple of days spray with high pressured water. Repeat as necessary.
