If HPV is so contagious through skin to skin contact (even outside sexual contact) why aren t hpv positive people quarantined?

Ive read and read and even without having warts present you can still pass them on.

Through kissing, touching ..even hugging.

How would you not spread Hpv outside of abstaining from sex?

    You can't quarantine 80% of the adult population for their entire adult lives - that's the percentage that have HPV. Where would all those people go; how would they be able to have jobs; and what type of society could remain stable if 80% of the population had no freedom?
