Why is my dogs paw skin red and why is he licking it constantly when he’s laying down bored?

Don't have the slightest clue. Don't know where dog has been, I cannot examine the foot. If it is out of boredom then exercise the dog more, give him something to do. Stimulate his mind. Train him, pay more attention to him. Give him a reason to live.

allergies. do u have wandering jew in the yard?

Could be an injury anything from an insect bite to a cut, could be mites, could be the signs of an allergy anything from grass seeds to the food you feed, could have started as plain and simple boredom.....and constant licking of it will cause an infection which shows it is already infected so needs vets investigation and treatment

He is hurting there and licking is easing the pain.

Boredom and OCD style displacement activity. Or a foreign body or corn in the pad, an allergic reaction, or maybe a sting?
