What does it mean when a person is accused of spreading drama?

Is it creating the drama or just gossiping?

    technically what they said means gossiping--telling people things to get them riled...etc... but they could have meant creating it too....people are not so precise with their language...especially when they are angry...

    Often this is gossiping, throwing tantrums or otherwise just not behaving maturely.

    It means you tend to "exaggerate" whatever the rumor happens to be.

      Maybe she's thinking about an abortion'.
      Then someone else goes other people and says, 'Anon thinks Betty's going to have an abortion'.
      And so on.
      In fact, Betty was upset because there was no milk and she'd been told not to drink black coffee. But YOU both created the drama, and then spread it.

    It means the person saying that might be the one doing so. (not always...that is why I said "might be").

    To answer your second question: it could be both.
