The problem is not how to build it.

Before you can build one you need to get a license.

The department of foreign affairs and time travel issues these licenses during their opening hours.

Which start at 5pm and close at 9am on the same day, Each eighth day of the week.

Fire an inverse tachyion beam from the main reflector and aim it at the flux capacitor.... theoretically, it should cause an energy feedback loop which in turn should create a temporal distortion field, thus freezing time. Make it so.
