    I don't recall seeing any questions about age when setting up a PayPal account.

    No. You are a minor, not of age to sign a contract. If your parents will open an account, they may allow you to use it, which would be okay with their permission.

    Must be 18, 19 in some states, 21 in MS. Because, well, MS is full of stupid people.

    Use your parents. I made mine when I was 10, and I just used my parents bank and their name.
