What are those red tabs under the us flag worn by soldiers deployed to Afghanistan wearing the oef cp and IR flag.?

It is the end of a velcro tab on a combat tourniquet. We carried at least 1 and often 2 for our regular uniform. You let the tab hang out of the pocket to make it visible if anyone had to apply a tourniquet to you. You should always use the tourniquet or bandage carried by the wounded person. That way you still have yours.
