The students were not allowed to speak loudly by the principal.

If you can add 'BY SOMEBODY' then you have the passive form.

The students were not allowed to speak loudly by the principal.

The passive isn't tricky- there is always a "by" phrase with the person doing the action, or a "by" phrase can be added.

This building was built in 1970 (by someone). Passive

He was hit by a car. Passive

There is also always a form of the verb "be" in a passive verb.

He IS constantly told to stop speaking loudly. (by the principal) Passive

She WAS told to be quiet (by the teacher) Passive.

They ARE being taught by a new teacher.

He has BEEN told to be quiet several times (by the teacher)
